"The Old Sailor" is not intended to knock thinking, long-term planning or even dreaming. On the contrary, it seeks to emphasize a one-step-at-a-time approach is the most effective way to realize one's goals. So, in its conclusion, the author suggests that readers should worry less about finding that elusive "best" thing, and just do one thing at a time. That is, to not make excuses, but to get started with step one. That is the surest way to elevate any situation you may find yourself in from "bad" to "good" and, possibly, "great." After all, it is that which is lying right in front of you that will allow you to accomplish your goals.
